Representative Marcy Kaptur (D-OH) submitted an amendment to House Appropriations Bill H.R. 5485 that would require the United States Postal Service to maintain and comply with July 2012 service standards for First Class Mail and periodicals. The US Postal Service lowered mail service standards in order to decrease expenses.
The lowering of standards resulted in almost eliminating overnight delivery of First Class mail. Representative Kaptur’s amendment was approved in committee with strong support from both Democrats and Republicans. On July 7, 2016 H.R. 5485 was approved by the House of Representatives and has gone on to the Senate.
